POSTAL SERVICES
Today’s postal service providers are facing significant changes in mail volume and structure as well as increasing competition
with electronic communication providers. At the same time, public policy and regulation heavily influence structure and competition levels
on postal markets.
A key issue in DIW econ’s work on postal markets is to identify the main principles for an economic approach to regulation, where market
forces determine structural changes and future developments of the postal sector, while policy-induced distortions are avoided.
Our expertise on postal services includes:
- regulatory policy and reform;
- international benchmarking of regulatory frameworks and market performance;
- sector-specific regulatory questions such as price regulation, network access, etc;
- determination of the costs of postal networks; and
- costs and benefits of the Universal Service Obligation (USO).
